Our policemen do that , coz the traffic can stop the vehicle whereby there is no passenger to crops and if that is causing traffic then the police needs to be there to let the vehicles go even when the(red light) is on..

The fact is that the presence of a policeman at a junction makes the dumbiest and sleepiest drive totally awake because, if you mess up with the police especially in Europe you have yourself to blame - you will pay dip deep into your pocket to pay for your foolishness
