  Apart from the public health risk that it pose to the public mainly those in the area, I don’t think he owes anyone anything. That’s his house, bought and paid for. So off with waiting to receive cows and cattle and alcohol. Rather deploy public health inspectorate to check if the burial site poses no immediate risk to his neighbors.
