If Mr Amuah is serving a prison sentence in the US and the Lamborghini formed part of the assets to be seized; however, the car is in Shata’s possession, it is up to Shata to show that he acquired the Lamborghini lawfully. Unless, the US authorities are claiming that the Lamborghini was stolen from the US and knowingly shipped to Ghana whereas the car was stolen, EOCO can charge Shata with a number of crimes. I do not see why Shata would be detained when he has not been charged with a crime. Shata’s lateness to EOCO office may not be sufficient to warrant his detention. Again, Shata is right not to answer questions without the presence of his solicitor.

Whoever purchased the vehicle did so “legitimately”, ie through the right channels that’s why the FBI knew who acquired it. Shatta is withholding so much information, and that’s because he either knew the Amuah guy was a fraudster and had used fraud money to purchase it, or that Wele acquired the car himself from an account linked to the crime.
If the purchase of the car wasn’t linked to the crime, then we can assume the FBI was interested in it because it was a stolen vehicle. If Shatta purchased it and he is a man of interest, then he purchased it from an account linked to the fraud. If he cannot say who sold it to him but the FBI knows the purchase is related to Amuah, then Welw was and is a part of the crime.
