If such international treaty doesn't exist among countries, people will get away with various crimes. Often, crimes are prosecuted where it happened. If a citizen of a different country commits a crime in another country, the victim country can sort help through diplomatic treaty and assist in arresting the individual. I don't know why people are making these noise.

Of course, those who enjoy the proceeds of scammed loot will wonder why folks are not coming to the defense of the scammers instead of rejoicing in their arrest. If the FBI hadn't seriously conducted an investigation into Boat's activities, it would not have caused his arrest and prosecution. No one in their right mind should empathize with scamming crooks.

Ghana is getting a bad reputation internationally due to the degree of fraud that Ghanaians are engaged in. Now any body who claims to be a Ghanaian abroad is now tagged as a fraudster even though Ghanaians are known to be hard working. Some year back Nigerians have a bad reputation as fraudsters and those abroad do not want to be identified as one even if they are Nigerian. The government should start clamping down on Ghanaians with questionable wealth to stop tarnishing our image abroad.
