We need to ensure the Legislative Instrument that'll support Ghana's Film Development & Classification Act, Act 935 is finalised and passed into law. When that is done, it'll automatically protect all Rights Owners in the entire Chain of Title of Ownership (Executive Producer, Producer, Lead and Supporting Actors who are all Rights Owners) who's Rights & Remuneration must be protected as per the Beijing Treaty that Ghana has ratified Vis a vis Audiovisual Rights & Performer's Rights. Ghana's Copyrights Act, Act 2005 is also undergoing some changes that'll have to also be completed immediately but even as it stands, the law at the moment prohibits any such unauthorised broadcast or exhibition of any content or catalog. We must also address the issues of content that's currently being put out into the public domain including YouTube where producers are refusing to pay Performers (Lead & Supporting Actors) their Royalties and Residual Income from TV and and any other source of income from Licensing and or "Pass Through" Deals on intra digital and terrestrial audiovisual streaming or exhibition platforms. It's about time we take bull by the horn and any one that is found exploiting audiovisual works without recourse to ALL Rights Owners in any one Catalog or Content MUST be made to pay punitive fines.
