Her deportation must have to do with USCIS, so appealing to the Embassy is a false start. She could find out with them directly.
Depending on the case may have to do with ICE or arguably CBP. USCIS don't deport people.

Once you are deported, you need to apply for a waiver which is Form 601 and if it approved, then you can apply.
