  Regulation 119 of the Road Traffic Regulations LI 2180 on Use of seatbelt says that the father is equally culpable for the death of his son because he admits that be failed to do what is clearly written in subregulation (4) "A person shall not drive a motor vehicle on a road where a child in the rear seat of the motor vehicle is not wearing a seatbelt." The penalty for his negligence is also provided in the same 119
  " that person commits anoffence and is liable on summary conviction to a fine of not more than fifty penalty units or a term of imprisonment of not more than three months or to both."
  
  Do talk out of pure emotions without the fact of non-compliance to the law by the boy's father. Lil win has every right to express himself by song, poetry, film or silence. Condemn each and every one who fails to adhere to the law. The pain is real when either of us falls on ther other side of the law
