Mahama’s claim that he and the NDC left Ghana’s economy in good shape is a big lie. The recent IMF mission to Ghana has revealed that Mahama and the NDC rather mismanaged Ghana’s economy before they were disgracefully chased out of power. Joel Toujas-Bernate, leader of the mission, noted that: “In 2016, the overall fiscal deficit (on a cash basis) deteriorated to an estimated 9 percent of GDP, instead of declining to 5¼ percent of GDP as envisaged under the IMF-supported program. The large deviation was mainly due to poor oil and non-oil revenue performance and large expenditure overruns. As a result, the government’s debt-to-GDP ratio increased further to close to 74 percent of GDP at end-2016.”
He further welcomed government’s intention to control public spending and protection of the public purse.
“Significant public spending commitments that bypassed public finance management (PFM) systems were reported. We welcome the new government’s intention to conduct a full audit of outstanding obligations, its commitment to transparency and its readiness to take strong remedial actions to ensure the integrity of the PFM systems going forward.
The large financial imbalances of state-owned enterprises in the energy sector also need to be addressed with urgency to avoid the build-up of contingent liabilities for the new government. We welcome the new government’s commitments to encourage its departments and agencies to implement growth-enhancing reforms in a fiscally sustainable manner,” he added

Without the RTI legislation being passed by parliament , imani will not be in a position to obtain the details needed to cost the free education scheme. In reality the cost of the free education will not be how much the government pays to provide the services but the amount foregone by not charging the fees. (The two not the same)
To get that, you need to find out how many students there are, how many on scholarship, the different categories of fees, which of them pays for the different categories, bad debts and other cost.
Is imani telling us they know all this information or they simply looked at previous budgets and made some wild guesstimates based on that.

I am shocked that right thinking people in this country are falling for this useless policy. Education must not be free. Build the nation, expand the economy, provide jobs and let citizens cater for their childrens school fees. Considering the massive illiteracy rate and the ascendency of armed robbery and the killing of innocent people because of lack of education when it is put into monetary terms runs into billions of dollar terms. the greatest assets we can have for the future generation of this country is education, so far as the money would spent judiciously to ensure economic and to guarantee value for money. In my opinion I don't think so much about capital expenditure investment because the payback or the yield is astronomic and higher than the cost of the initial investment. God bless Ghana

The free SHS issue didn't start today, This has been a well thought and planned project since 2008, therefore I doubt the president would have continued with it if it's implementation was not possible. I presume there is availability of funds and logistics for it that is why the president wants to implement it in September so let us support the president for this splendid project rather than criticizing it. At least with free SHS for every Ghanaian child, there will be sanity in the country as people will not act out of ignorance. Also, it will limit the deviants in the society as education to secondary level will enlighten majority of our youth.
