And when you buy your ticket from company A, you may use it to join any bus belonging to company B, without paying a cent more. In short, within any city bus fares for any route is fixed and VALID for all bus companies plying that route.

YOUR VIEWS ARE INCOHERENT. FIRST, YOU SPEAK OF A NEED FOR A CLEAR GOVT POLICY, OK. THEN YOU GO OFF TRACK TO DWELL ON WHAT SEEMS TO BE YOUR MAIN FOCUS: BRINGING ALL OR MOST INTERESTS UNDER YOUR CONTROL. BOTH ARE DIFFICULT BECAUSE UNDER FREE MARKET TERMS, YOU DON'T EXPECT FUEL SUPPLIERS TO INCREASE PRICES AT WILL, WHILST A "TYRANT" GOV'T HOLDS A CANE OVER DRIVERS TO KEEP OLD FARES.. ALSO, IT'S TOO DANGEROUS TO HAVE ONE UMBRELLA ORGAN AS YOU WANT IT. IT COULD BECOME TOO POWERFUL LIKE THE AIRLINE PILOTS UNIONS & DISRUPT FLIGHTS. SMALL LOCAL & INDEPENDENT UNIONS BETTER.
