THere is a point here. Africa will be the youngest continent by 2050. It already has the largest youth population and that is only growing. So how do African leaders talk to this youth constintuence and develop poicies has a lot of bearing ont he success of a democratic nation like Ghana. Sport is an important way to bring everyone together. In Africa, so much of politics is tribal but everyone gets behind the flag and antional winners. So by creating proper programmes for creating youth sporting heroes, and not just football but in all sports, the government is actually building the future in the more intangible ways such as nation or consensus building and creating pathways for success for youth. HOWEVER, talkking about it in manifestos and doing it is two different things. it's not about building more stadiums etc because whilst structures get everyone excited and they think something is happening and make the opportunity for some dollars to go missing along the way (hahaha), success comes from actual planning, a strategy and implementation through work on the ground by people who know what they are doing. So yes make Sport a pillar of the manifesto but also say in the manifesto how you are going to achieve that by having actual data AND STRATEGY SPELLED OUT AND THEN DO THAT. Don't give in to the shortcut of just paying someone off to build a stadium that's not going to work.
