Honorable Afenyo-Markins knows that 'he who alleges must prove', this lower burden of proof is easier to achieve.
So the question is whether the Minority leader is willing to pursue this allegation in a Court of Law of competent jurisdiction.
With both parties, it is up to them, their choices, and Courts would also not be loaded with frivolous cases.
So I am approaching this issue from a purely academic perspective.
