If a proper risk assessment was done, you would have opted for a more thorough and constructive approach that will reduce the risks. For example, setting up boundaries and other protection measures to discourage people from entering the precincts of the installation. Now, any Dick and Tom can walk to the light installation, look left, right , pull it down and thereafter pee on it. A leader must be visionary and not just sign checks !
