Rethinking Union Government: A Choice for Ghana’s Future
Many of the bold ideas we celebrate in Ghanaian politics did not begin with our leaders. Good leaders simply listen, recognize wisdom, and then push those ideas forward. Free SHS, for example, may not have been Nana Addo’s original idea, but he believed in it, carried it, and made it a reality. In the same way, One District, One Factory had been whispered about long before it became a government slogan.
History tells us that Kutu Acheampong’s much-maligned Union Government may not have been his own invention either. Records suggest it came from a Ghanaian professor who believed it could save our nation from the cycle of division: governments abandoning projects just because they belonged to their predecessors, and political elites protecting their own “saints” while demonizing others.
Acheampong was accused of pushing Union Government merely to stay in power. But was that really the case? Or was he trying to create a system that placed Ghana above partisanship? The truth is that the idea itself deserves a fresh look, beyond Acheampong’s personal motives.
The One-Party State That We Ignored
Some people like to say Union Government was nothing more than a backdoor one-party state. But let us look honestly at our history. When Dr. Busia’s government came to power, the CPP—the largest political force of the time—was banned. With CPP out of the way, the second-largest party automatically became the winner. Was that not, in practice, a one-party state?
So, we Ghanaians must be careful not to let history be rewritten for us. We were told Union Government was undemocratic, yet we lived through situations where the system was tilted to favor only one political tradition. As our Asante brothers say, they turned a 6 into a 9 right before our eyes.
Should Ghana Revisit Union Government?
Fast forward to today. Our multiparty system is essentially dominated by NPP and NDC. If one of them were ever banned or delegitimized, the other would win by default. Have we really moved beyond the dangers of a one-party state, or just reshaped it in new clothing?
This is why Union Government—or a reimagined unity-based political structure—deserves to be reconsidered. But the real question is: how should Ghanaians decide?
Referendum: Let the People Speak
A national referendum would hand the decision directly to the people. Everyone would have an equal voice, and the verdict would carry undeniable legitimacy.
Pros: Pure democracy, national ownership, clear and binding results.
Cons: The debate could turn bitterly partisan, the complexity of the idea may be reduced to a “yes or no” oversimplification, and many still remember the distrust surrounding Acheampong’s 1978 referendum.
Constitutional Conference: Let the Nation Deliberate
A constitutional conference would allow representatives from across society—political parties, civil groups, academia, chiefs, and faith leaders—to debate the details of Union Government before anything is put to a vote.
Cons: Risk of being elite-driven, slower process, and no guarantee of legitimacy unless followed by public approval.
The Best of Both Worlds
The wisest path might be a two-step process: first, a constitutional conference to refine the idea and propose models. Then, a national referendum to let the people decide once and for all. This would combine expertise with democratic legitimacy.
Union Government was never just about Acheampong. It was about seeking unity over division, continuity over abandonment, and national interest over party loyalty. If Ghanaians truly rejected it, let us reject it with open eyes in this generation—not because of propaganda from the past. And if it still has merit, let us embrace it as our choice, not as Acheampong’s legacy.
The time has come to place Union Government back on the table—not as nostalgia, not as fear, but as a real option for Ghana’s future.
