  He is telling Ghanaians that he had a very "Lean government", but his budget is more than the previous government who had more people and what is the meaning to that?
  
  Mahama is the same Mahama who had sex with a lady and paid $7million while teachers were crying to be paid under his watch. He is trying to emulate the previous administration but, a fool is a fool no matter what.
