The earlier process ended unattended to by Akoffu Addo and that led to the end of the 8th parliament as a result the process has to be started all over again by this 9th parliament and when that is done, it's transmitted to the President to sign so untill that is done you can't blame President Mahama This is just a summary of what you should know

The bill must go back to the parliament (9th Parliament) for another consideration and passage, and if it is passed under the current government, Mahama is a respecter of constitutional process, and will sign it without delay, unlike the former president who disregarded and disrespected the constitution and the rule of law to do what what he selfishly wants.
