the Clause you quoted is in respect of removal of a Justice of the supreme court Article 146 "(3) If the President receives a petition for the removal of a Justice of a Superior Court other than the Chief Justice or for the removal of the Chairman of a Regional Tribunal, he shall refer the petition to the Chief Justice, who shall determine whether there is a prima facie case. in this matter is the Chief Justice her self which falls under Article 146(6). A fundamental principle of natural justice ensuring a fair hearing where each party has the opportunity to respond to evidence against them.(Audi alteram partem). so snr counsel pls this is in rest of the Chief Justice and she is ought to see the petition and respond if wish be. see the case of Agyei vrs Ag 2006.
