There is nothing wrong in extending of contats of retired persons.Its a norm in Advance countries
What is your problem? If you don't want that then attack and tackle the constitution which gives the government the free hand to do that....
Including Ghana Standards Authority.
If you think it's wrong and illegal, please go to court else you have no business talking authoritatively.

It will depend on performance and employment vacancy and other things. It is a laudable idea than to go for already retired and good for nothing retired workers.
