Scrap this so-called Customs Advance Ruling on Valuation (Section 12 of Act 891) immediately. In Ghana, anytime officials are given such discretion / loopholes, they abuse it so wickedly for their own gain and to the detriment of the country. The procurement law had a small provision for single sourcing. Look at how corrupt politicians especially officials of the previous administration capitalised on it and deliberately applied it when awarding almost all contracts, making it the norm, rather than the exception. Let us stop giving so much power to institutions like CEPS if we really want to increase revenue and stop corruption.
