When the Government does not pay on time, you calcite interest to cover the cost of the delayed payment. You do not arbitrarily inflate the cost of the project in anticipation of a future delayed payment on the Government's part. It is wrong and not allowed. Of course you can include some amount but if that becomes too much you will not win the bid. Let us not give unnecessary reasons for jacking up costs If you are not sure, find out how other countries do it to find out the state of the art.

I am surprised at what this man is saying. Is he saying that the cost of major projects like circle and Kasoa interchanges, and Kumasi airport runway can be inflated due to delay payments? It is interesting to note that almost all these projects are financed from loans and bonds. Payments for such projects cannot be delayed and therefore any cost inflation is deliberate and it is pure stealing.
