Madam minister, if you've accepted Training and Maintenance Agreement in the contract, why do you complain when the vendors fly in their experts to troubleshoot complex faults? It may take a while for local technicians to come up to speed with 'unfamiliar' systems, so within that learning period, it is NOT uncommon (even in developed economies) for vendors to offer their expertise in times of critical faults.

The trouble with our leaders is that they are stuck on one path and are not exploring other avenues.If they do not insist on a contract that stipulates that your people be trained for free to maintain the high tech equipments we buy why should they volunteer free training?Especially when they get to charge us everytime we fly in their experts to help with manitenance.We should look else where if a supplier is playing lose with us.The Swedes are great in the field and are also known for their integrity.

Americans are good inventors and opened minded than all their competitors
British are good managers/and always want smooth and functionable tenants to make the place conducive for growth
japans are technical crafted / but are not teachers, reasons are dont want others to learn from them
The rear problem is we have corrupt and incompetos as leaders who dont know how to draft a contract to get double benefit out of it.
you could have hired the Americas on a tax free 4yrs roadmap programs to get to your destination.
every company in this world would opt for a place where taxes are very less , so it is very sensible for a developing country like ghana whose technical knowhow is zero to tap tax free movement to big companies but strict for them to train your people.
in the process period of about 10yrs you would be a looser , but eventually over 20yrs you would be the winner.
that is the prudent roadmap to tap knowledge from the people who had it but not ready to show you the way to go.

they have a crafted roadmap , a hidden reasons to liberalized your economy so that they may have Access to your market to sell their goods . somebody with this agenda will never help you to develop your own.
Donald trump is more than convinced on this , that is why he is very frustrated when it comes to Germans and free market because they have brain wash their people to love home grown products.
we must put a stop and change the developing directions from hastiness to slow but sure to build strong economic pillars in the next 20yrs , to take off from there

Reason they want to be coming and going thus creating jobs for their people whilst ours just look on what is happening. Is this fair deal when it comes to procurement of high technical equipment. This why Minister urging supplier to be partners in our training and development activities. This is done in the U.K even in health service where by suppliers come down to train nurses regarding use of equipment.
