Your government is saying one district one factory, neighbouring countries in the sub-region want more power to purchase, demand is growing at a faster rate etc, and you think what you are saying is tangible?

Since wages are from government coffers, they dont care. Just privatize the institution and let competition run amok. In the states, you have competing service providers so none can mess around with you.
