This is used to hide the nefarious activities within the authority itself.

The board will be full of appointees who are aligned to the ruling government.

The agreement government has with the authority about the percentage of collections it should keep should be public knowledge. The GRA keeps too big a percentage of what it collects for itself and uses this to build bungalows for staff and send staff to useless courses in foreign countries. Every employee must have a chance to attend such courses, whether they contribute to their knowledge or not.

Every year, the authority has a lot of money on its hands which it must dispense of before the financial year ends. And so they spend it nyanfunyanfu...
