In your stupid warped, unthinking mind, the government must pay all the so-called contractors so that your ilk can enjoy some of the loot. If I were the minister I would go to each site where the contract was supposed to have been executed and check not only for validity but also the quality of work done, IF ANY.

If contractors were honest and not trying to dupe the state there won't be those extra levels of bureaucracy to prevent fraud. And contract payments will be processed smoothly. They inflate contracts 3 folds and take a loan from the bank hoping they will make a windfall. By the time they get paid all the inflated cost has been eaten by bank costs such as interests. If they had been honest there will be enough money to pay them smoothly.
