No consultation with the relevant stakeholders to determine the merits, demerits and the risks associated with it? Anyway, it's good that you've detected the shortsightedness of the policy and intends to reverse it. In future, you guys should do exhaustive and detail risk analysis of programs/policies before coming out with any directives for implementation.
