  I humbly want to welcome you as our new Head of Service. Let me also congratulate Dr Calistus for his leadership.
  
  Even before you take your seat as the Head, I will like to assure you that we the Staff will work hard to support you to enable you achieve the task His Excellency has given to you.
  
  However, there are problems which has and continues to affect the Staff badly. Prominent among them is Staff Promotion, Hitherto promotion inputs were captured at OHLGS upon submission but there was a directive that all inputs for promotion should be routed through Public Services Commission (PSC), this bereaucracy has stalled promotion in the Service. Inputs forms submitted in February 2016 are yet to be worked on. This is adversely affecting the staff.
  
  Issues concerning scholarship for staff has not been transparent. Staff who continue to enjoy Scholarships are limited to those who are working in Accra and Kumasi.
  
  Please, we are among the list paid public sector workers. I humbly hope you will take a look at our Salary and Conditions of Service.
  
  Also, whilst other Public Sector Workers enjoy Car Loans. We in the LGS are not given the opportunity.
  
  I am hopeful that you will take steps to address these problems in the shortest possible so as to motivate the Staff.
  Once again I wish you God's protection as you assume office as our Head.
