Looking at the benefits that may come to the national economy as a whole, you should work with BoG to make its (ACH) use mandatory.
It doesn't make sense to offer this as a special service. Just because something is new doesn't mean it should be exploited. Banks should be made to improve on their service delivery rather than be facilitated to exploit their customers in the guise of "urging the public to use Direct Debit services".
