The story of GWCL is not that simple. If GWCL collapses it is the whole country that is to blame especially the governments past and present and not the officials that work there. The officials are coerced into making decisions which are not sometimes not in the best interest of the country. The Director of Communications is right. Water supply in Ghana has been highly subsidised for as long as the GWCL and its former parent company GWSC has been in existent. This has been the case for companies and industries that could afford to pay for it. And whenever the company tries to propose more appropriate tariffs, we the people of Ghana have created PURC which cuts down the tariff to as much as a quarter to what was proposed. Recently the government decided to turn all loans for development of water infrastructure to GWCL as on-lending loans, which means GWCL had to pay the loans themselves from their revenues. How can you pay for a loan when your product is highly subsidised. The AVRL management contract was a bad contract from the get-go. So it was good that it was not continued. Nothing substantial was achieved except to reward the foreign operators for bringing up the concept. So the GWCL story is more complex than what the writer seems to portray.
