You don't need two years before establishing Industries.There are some that has raw materials already for instance fish,citrus,watermelon,mangoes and pineapple that goes rot everyday.So what is the folk of waiting after two years before start construct factories and installation then you will loss power.I have already propose Ghana should go for $200 billion and $10 billion should go to build factory houses and buying of machines and this fool this it take one day to build and install machines and run the same day.NPP fools are kissing power goodbye and this is what they call competent them am afraid.
