How extraordinary. How does one expand the tax net other than lowering the tax rate to the point where it is not seen as a burden on the hardworking and enterprising?
Who in Ghana will evade taxes that are seen by all as fair and not burdensome?
When taxes are reasonable a majority of citizens and businesses see paying their taxes as their contribution to nation-building - and thus gladly pay their taxes regularly. That is a plus for the nation.
And it is the political economy equivalent of a holy grail that those who govern our country must seek.
Making all of the agricultural sector, not just cocoa-farming, tax-free, for example, will boost the sector swiftly - because its tax-free status will attract investment funds to seek opportunities in the agricultural sector.
One would even go as far as saying that abolishing taxes on income in Ghana - and making all businesses owned by Diasporans tax-free undertakings - will boost Ghana's GDP growth for a long time to come, regardless of the global economic climate.
I respect Ken Thompson a great deal but his view on tax cuts is most unfortunate.
The loss of taxes resulting from tax cuts shouldn't hamstring the managers of the national economy if they are creative in their thinking.
Can we not build our infrastructure through 35-year build operate and transfer PPPs - that give investors tax-free revenue incentives?
Is that not how Benin is building its rail link from the coast to its landlocked neighbours to the north through a PPP with the French logistics giant Balore? Haaba.
