  the government sets the tone for interest rates anyway by way of the policy rate and treasury bill rate. If govt wants to cap interest rates, they should simply set their treasury bills or monetary policy rate lower and the banks will follow suite. but I doubt it because the govt is in need of money bad with all the borrowing at high interest rates they have incurred in the past.
