    I find it so hard to understand some of our journalists and editors. How can u say unpaid water bill when the cost is actually related to damaged pipe

    I agree with you. My initial understanding was that it related to unpaid bills for water supply. In any case, this is a matter of commercial/contract law. National security should have no role in it.
