This an anti-business move. Most small and medium--size business owners do not have the resources to travel away from their business to engage in this re-registration.
This third-world mentality of "punitive damages" and deletion of company information will invariably kill many businesses.
Registrar--General--please make it easy. Just send the businesses a mail--in registration. Why make a simple matter--so onerous?

How many businesses in Ghana have mail accounts and even for those that have accounts how many of them check their inboxes regularly?

What the RG should do is completely decentralize the registraion process to DISTRICT level so that one may not have to travel over 20KM to do that registration.
