Since workers are the culprits who normally interfere with the system to create ways to steal (not allowing the system to work ie instead of the system updating automatically, the workers switch the device that picks the captured data automatically off preventing the captured data from entering the system; after which they go behind the system, do it manually and collecting cash, as is being done by ECG workers), how have this system completely alienated them.

Good attempt, but this is still like using a computer as a typewriter. Why do you need a system where Billing Agents must go round before the customer gets to know his/her balance. Do make it real time, so that the customer can see the minute by minute ticking of his bill on his phone. This should not be an exercise for billing only but also for controlling consumption. Making it real time eliminates the middlemen, saves the expense of their costs, enable the customer to detect leakages promptly, and a better use of water. You will need to find a way to adequately compensate the middlemen.

I was approached by a GWCL Agent earlier this week and informed about this upcoming arrangement. It does make for convenience. I enquired where the new meters will be located and received the answer that they would be in the open as before. If that is so I advise that GWCL reviews this since the meters would contain communications components that may malfunction if exposed to the elements.

Ghana have huge youth population who are tech savvy and can be train in coding, cyber security, as developers to assist in technological transformation.

According to President John Mahama’s code of ethics for ministers and political appointees, gifts that are to be accepted without any conditions should not exceed GHc200 or $50. Sources close to the vehicle say its value was over $100,000 or nearly.
Mr. Daniel Batidam, the Advisor on Governance at the Office of the President, is of the view that “the motivation for a gift is even more important than the quantum.” He believes if motivation is to influence the public official, the quantum of the should not stop people from questioning the gift.
Mr. Batidam, an anti-corruption crusader who once headed the Ghana Integrity Initiative, also advises the President on corruption. He is the key person who speaks on corruption at the Presidency. I did not tell him I was investigating the conduct of the President.
I ask Mr. Daniel Batidam that if the President sought his advice on whether or not to accept a gift with the value of about $100,000 from a contractor who does business with the government, what his advice would be.
He smiles and replies, “Well, I’m sure you know that these are not situations that would occur in reality in terms of the kind of president we have.”
“It’s a hypothetical situation,” I tell him.
“I think it’s obvious. It’s obvious that any leader, any president: not even a president, a minister; a responsible public servant would know that that situation could put him in a situation of not only conflict of interest but potentially being corrupted.

The raging argument going on now in Ghana as to whether the Ford Expedition given to President Mahama by a Burkinabe Contractor is a gift or bribe should be put into perspective and the chronology of events that preceded the gift(Bribe) What is the difference between a gift and a bribe? The Merriam Webster dictionary gives the definition of the two words below:
