Why not focus on the GNPC becoming a vertically integrated energy company, which profits from the downstream sector - by merging the Tema Oil Refinery, the Ghana Oil Company (GOIL), and opening GOIL filling stations across Africa to sell refined petroleum products produced by TOR?
If we are not careful, the GNPC will end up like Brazil's Petrobras - a magnet for wealthy crooks to milk dry through profiteering in rip-off contracts.
