Selling 40% stakes in state-owned enterprises (SOE) is a good idea in principle - however it must always be decided by the cabinet, not those appointed to run SOEs.
However, the Tema Oil Refinery (TOR) and the Ghana National Petroleum Corporation(GNPC) are special cases that must never be privatised. Ever.
What should be done, instead, is to merge the GNPC, TOR, the Ghana Oil Company limited (GOIL) - which must buy back all its shares from private shareholders beforehand - and the Bulk Oil Storage and Transportation Company (BOST), and create a giant integrated energy company with filling stations across Africa, selling refined petroleum products made in Ghana, by TOR.
The CEO of the merged and enlarged GNPC should always be appointed by advertising for applicants for the position globally - and set specific targets he or she must meet in return for being paid well.
We must not allow our vampire-elites to trick Mother Ghana and the Ghanaian masses into sanctioning the partial privatisation of the GNPC by stealth - using paid proxies to lobby for that selfish end they now seek.
A vertically-integrated GNPC will earn Ghana billions of dollars annually, whatever the price of oil is globally. Will that not help our balance of payments and strengthen our currency too? Haaba!
