    It will only be effective if all MCEs, DCEs are elected by the people. Appointing them from Accra will not help the decetralization process. Corruption will be rife. Who can check an appointee of government like the DCE?

    That's the most important. MCEs and DCEs may not have the necessary budget to undertake big projects. Governors of the regions will have. Regional govts must be elected.

    This will let the regions work harder and reduce corruption.
