in reality this loans through the chinese exim bank does not come into the coffers of ghana. it stays in china, they disbursed it interms of their sub standard equipments, then they transport chinese to come to work in ghana, then they send some of the money down to cater for their food, accommodation, transportation. then they send some more money down to be showering on ghanaian technocrats & media men to bend rules so that more of chinese can come down, so that provisions in the contract are relaxed etc. meanwhile they would have sought a sovereign guarantee and there will be a desk officer in ghana whose sole aim will be to be exacting the interest on the loan as they fall due. by the time you have exhausted the loan period they will make sure all interest would have been paid.
