The real issue is with the number of businesses that don't pay VAT or income tax but pay off the GRA officials. They come for their money every month and it goes upstream to the top. This iswhere the real problem.

I am not happy when government money is beefing wasted but I beg to differ on your article. Fact is, the GRA comprises three wings of government money collecting agencies; Customs, VAT and IRS. They are in every region and almost every district and employ so many people. We are always co paring their efficiency to other advanced CPU tries of course due to best practices in those countries.
FO example I was at the American Embassy in June and saw 24 police men and women coming for their visa to the USA most probably for a training program. Point is, if the GRA staff spent money for such reasons then that is ok. If it was wasted on trips with girl friends etc then I have a problem with that.
