The communist mentality Nkrumah left for Ghana where the State has to employ everybody must be discarded if Ghana is to develop. The so-called TUC must be brought in line or laws must be made to curtail their power. It's so stupid the way Ghana's labour laws a structured in such a way that as soon as one is employed by a company, it is almost impossible to get rid of an employee even if the company at a certain stage is unable to keep such people, and the laws make some employees think they have a right to a job once they get hired. Even communist China is not practising this nonsense.

A long term approach needs to be focused on. Retire those that are over 50 with a reasonable pension pay off. Integrate and modernise the systems used (IT, processes etc) to make the system more efficent and cost effective in the long term. Employ graduates to provide a fresh input and cost effectiveness.
This all of course depends on the political will of government which there is probably little to none.
The 70% figure may be correct, but my issue is that how much money is siphoned away in corruption that could have been used to help balance the books. Does anyone really think that Ghana would be spending 70% of its TRUE income on public pay roll if half of the corruption that goes on wasn't taking place.
Ghana is like the credit/loan addict.... securing money is not the problem it's that money is secured to then chop and waste.
Ghana has enough money the issue is that there is NO WILL in government or non partisan focus on stopping corruption. People's attitudes is "why wouldn't you chop" or "does honesty feed my family"....until this mentality is changed from the top downwards we could have GDP of $1 trillion, and you'll still see Ghanaians chopping $999bn

Ghanains don't pay bills and taxes yet they demand state sponsored modernization programs continually. The government must enforce tax collection to fund development countrywide
