The new advance shipment notification is a total waste of money and clearly someone is pocketing money on this system since it come with a charge for every shipment. The objective is to have data on imports for policy direction which can be obtained in any case from GCNet so why this attempt by Ghana Shippers Authority to introduce such a bogus system. The new system requires exporters to deposit $250 towards their fees so imagine a million exporters into Ghana.. someone is trying to collect a % of the $ 250 million !!!!!@!@! After this deposit they would deduct their charges from each shipment. THESE THIEFS SHOULD STOP TAKING US TO BE FOOLS. EACH TIME SOMEONE WANT TO MAKE MONEY THEY INTRODUCE A NEW PROCEDURE. WE ARE FED UP AND WILL NOT ACCEPTED SUCH OPEN STEALING ANY MORE.

They seem to be making it ever more exceedingly hard for importers, whereas they promised "transparency" at the port.
To get Import Permits for agricultural plants & equipment is also unnecessarily hard, even despite the importer providing e.g. all the correct phyto-sanitary certificates and though they know the same plants have been imported before. The Agric Department branches in Kumasi ASO can not even issue a simple permit. One has to travel to Accra for everything, and if someone doesn't have contacts in the Agric Ministry there, that means waiting for several days in Accra or traveling at least thrice.
The whole system is not citizen-/ customer-/ business-friendly.
And then they wonder why progress and development are stuck at times.
Maybe they also try to prevent over-importing to protect domestic manufacturers - but for most items, Ghanaian producers simply don't exist.
Now that they've signed EPA, after the fact, they are belatedly trying to promote "Made in Ghana" to "compete" against the tide of products coming in from subsidized Europe.
Oh my...
