The so-called GIFEC is just another tunnel for the NDC to syphon monies from poor Ghanaians to finance their lifestyles. How much of the cost of calls we make go into financing GIFEC. They even have the impunity to collaborate with the NCA to dictate call rates that the service providers charge, even from outside the country. And what do they do with the 16% they take from the call rates? Set up some kiosks where disable Ghanaians can sell or repair cell phones and accessories? Job creation by a social democratic government, or is it?

We, at the Ghana Federation of the Disabled (GFD) commend GIFEC for inaugurating the disability employment project to empower persons with Disability (PWDs) economically.
However, it would have been better for GIFEC to collaborate with GFD, the national umbrella of organizations of persons with disability, recognized and accepted nationally and internationally as the face and voice of disability in Ghana. There is evidence that most of the projects initiated and run without collaboration and involvement of GFD have not succeeded. GFD advocates the promotion and protection of the rights of PWDs and their inclusion and effective participation in society at all levels. It does this through influencing legislations and policies, lobbying and collaboration with relevant stakeholders. The leading role that GFD has played in the disability industry includes the passage of the persons with disability act 715, the passage of the mental health act and the constitution of the mental health board, the ratification of the UN convention on the rights of PWDDs, the institution of the of 2% of the DACF allocated to PWDs, the national disability policy of 2000, participation of PWDs in elections, access to health care, employment, and education, capacity building and recognition of PWDs as partners in development. GFD thus has proven unprecedented expertise in disability and issues relating to or affecting PWDs. Such expertise can be tapped in implementation of any project aimed at improving the lives of PWDs.
Tapping the expertise of GFD in the implementation of all projects and programs aimed at empowering, promoting and protecting the rights of PWDs, and ensuring their inclusion and effective participation in society at all levels is therefore imperative. It is important to state that GFD is the first door journalists and other relevant stakeholders knock to ask questions about the success or failure of projects run by DPOs in favour of PWDs. When GFD is not involved in such projects and programs it is unable to provide any meaningful answers to questions posed by researchers and journalists. Sometimes too GFD is compelled by its constituents to monitor the project implementation and assess the outcomes of such projects and programs for publication. Conflicting views sometimes arise between what the institutions or organizations implementing the projects are saying and the findings of GFD.
Collaboration and involvement of GFD in the planning, design, implementation and monitoring of pro-disability projects and programs are indispensable.
