If someone does not know the websites you visit or the ip addresses of your websites and security information such as username and password can the person hack them??

The government of Ghana is shameless and MD's of the various government institutions are worthless. How is it that the NPP, NDC and most of our educated clowns like to tell us about all the wonders in America or Western Europe and yet never learn from them or about government operations in those industrialized nation to help Ghana get a handle on our problems relative to collecting the maximum amount of revenues due?
Did the US government not use internet and cell phone service providers to log, collect and store all data and electronic footprints so they may be subject to government subpoena? So if the US government, in a nation where freedoms and liberties are enshrined in its constitution and people willingly and with great sacrifice to retains personal freedoms could mandate data storage on all communications of its citizens via service providers, why is it that Ghana's government cannot mandate that all internet and cell phone service providers in Ghana do the same?
If the government of Ghana or any agency of government, seriously believes we are losing a chunk of revenue then what is stopping it from taking preventative and proactive steps to minimize loss of revenue? Could the government not insist on placing its own devices on every service provider line so the government could collect or log accurate transaction activities to measure reliability of what service providers report to government? Has the government, in all its glory, heard about backup systems ever?
