Our so-called Council of State needs such revamping. The Council of State must not simply be made up of friends and sympathizers of the incumbent Government or any particular Political Party. Its membership must reflect the meritorious achievement and practical knowledge of the individuals, as well as be of developmental-minded. Surely, accomplished Scientists would largely fulfill that expectation.
The Council is the body that must draw the blueprint of our developmental plans, providing the most direct vectors for our developmental trajectory, and have the capability of accessing costs of various National infrastructural programs with the most modern technologies in mind.
The President, then, as the Chief Executive, would draw his budget based upon what the Nation is expected to accomplish in every year as part of the blueprint.
Each Political Party would then have to campaign with some National agenda that fall within the limits of the blueprint for our Economic and Developmental goals.
Subsequent membership would always review our National needs in the broad sense to find out what part of the existing blueprint needs be modified or replaced as demanded by our best way forward. Such a neutral deeply patriotic scientific-leaning form of the Council of State would be more effective than even a second and possibly Upper House of Parliament that has been proposed elsewhere.
