So we impound a ship we shouldn't have... then we let it go before we should have, and now after WE have made a circus of the whole affair, we still want to go around saying someone owes money because we wouldn't properly coordinate the actions of our court on people at the port.

Let's just stop embarrassing ourselves and put this issue behind us. We are not debt collectors; God knows we have more than enough of our own debt
