  The difference between Nigeria's (and the most able countries) success in this regard and Ghana is that those in at the core of the remittances themselves elsewhere (the actual people sending the money and their collectives) are themselves part of Government policy - they are organised, treated as a business and rewarded accordingly based on a national policy - in Ghana, they are still seen as a charity and at best, a competition to their counterparts at home - thus frozen out of organised state economic activities and related profits. If that continues, we shall see Ghanaians abroad progressively diverting their remittances to invest elsewhere - Ghana loses.
