    The people at BoG has not and do not have the power to force businesses to fold and or sell to others. The only implied powers they have aside from their regulatory duties is approve or disapprove a pending sale or merger bas ...

    BOG as the regulator sets the minimum capital requirements for the banking industry. They can therefore more or less force mergers (or fold ups) by raising the minimum capital threshold.
