Any IT expert worth a grain of sand or salt would not hail the mere automation of a system without knowing and or understanding the very infrastructure of the automated system. The purpose for implementing (planning, feasibility studies, analysis, testing and implementation) the automated DVLA system should be the effective and efficient delivery of services to people far and wide while minimizing the temptations of bribery and corruption that currently permeates the day to day operations of every government institution and in particular at the DVLA offices. The question then is why would the leadership at DVLA think it is alright to implement this project if other DVLA offices throughout the nation cannot have the requisite service delivery needed to make it worth the money spent? This is just another white elephant of an idea in Ghana about to make a few rich at the expense of tax payers. For starters, the backbone of optic fiber lines, copper cabling interspersed with some wireless system needed to cover each district and regional office of the DVLA, Ghana police and other government security agencies should be paramount and critical to this project.
Obtaining a driving license is alright in the scheme of things but the ability of Ghana's police, security agencies, government and or private institutions to verify and cross check individuals holding valid Ghanaian driving license is essential to the use and success of the DVLA system. What good is it if a police, national security officers and insurance agencies, private or public, cannot verify the validity or veracity of a license being presented by someone? And what good is an automated system to government and private entities if online verification and validation processes cannot be achieved in less than 2 minutes from every office and or computer terminal with valid access authorization? Implementation of systems in Ghana that depend on our network of telecommunications infrastructure must be evaluated on a national basis for the delivery of services, efficiencies, effectiveness and timeliness in all villages, towns, cities and offices throughout the country; they cannot be appraised only because of a town or city or even a region.

Why is it that other governments agencies do not follow the example of the Licensing Office? With people running around talking about ITC in Ghana, GES offices throughout the country still have to travel to Accra with hand filled forms to process teachers salaries. As at now, there still teachers who have not been paid after teaching over a year. Why, officers at the GES district offices expect the newly employed teachers to pay them huge sums of money before they go to Accra to fill the forms before getting the ID to do the biometrics. Once you do not pay them, your Salaries will be held for over a year to be processed. THe ministry of education needs to sit up and investigate why newly empoyed teachers are not paid. What is Jane Opoku Agyeman doing at the mistry when teachers are not paid?
