The plant uses gas to generate electricity. The gas is pumped to the plant from oilfields in Nigeria through the West African gas pipeline. When the Jubilee gas pipeline is completed, additional gas will be supplied from the Jubilee fields which is 60km offshore.
Moreover, the plant uses sea water in the process of generating electricity.
Locating the plant inland would have meant constructing a longer pipeline at greater expense, and also ferrying sea water to the plant.

The plant needs water to enable it to operate effectively. It can not be located far away from a river without access to water. I hope it helps to explain your concerns.

many countries without sea are running thermal plants much more effectively,
it depends on the cooling medium adopted, your car uses water in a radiator. no sea defend is required.
