    Under payment to farmers forced farmers to smuggle,should the state acts in protecting the farmers smuggling won't even occur.A win win attitude will eliminate any act of mistrust,and the government is the offender.

    if gov didn't provide those inputs then the farmers are free to cross the border! electronic scales(that are checked yearly by gov for calibration should be used) are used where i sell scrap metal..With digital read out used. ...
