Well, roads are being built, but are they of better quality? Are there in the contracts after-construction maintenance obligation by contracting companies which build the roads? If so; how long are they before the roads are transferred to the national Highway Authorities to continue their maintenance? A continued experience in Ghana appears to show that new roads are generally nice and strong when they are newly built, but within few years, they deteriorate badly. This presupposes that they have been built poorly. So, assigning the contracting firms to maintain the roads for a while, may impel them to construct them properly at first.
